Qing Liu is a senior risk and data leader with over 16 years of experience in regulatory intelligence, third-party risk, and data-driven risk strategy across APAC and the Middle East, with deep expertise supporting government agencies and public sector organisations.
She currently leads the Industry Practice Leads and Solution Specialist team across APAC and the Middle East, partnering with government agencies, intelligence bodies, and regulators to strengthen national security, supply chain integrity, and third-party risk frameworks.
Across multiple senior leadership roles at Moody’s since 2014, Qing has worked closely with government departments, critical infrastructure operators, and regulatory bodies, advising on intelligence, investigation, entity risk, beneficial ownership transparency, and vendor due diligence at scale.
Her work is particularly relevant to government agencies, defence primes, and public sector entities managing complex third-party ecosystems, foreign ownership risk, and evolving national security obligations.
In 2024, Qing was nominated as Compliance Leader of the Year by the Banking & Finance Association.
Earlier in her career, Qing built a foundation in corporate law, international tax, and financial analysis through roles at Deloitte, Findex and leading legal firms -giving her a practical understanding of how policy translates into enforcement.
Qing holds a Master of Laws (LL.M) with Distinction and a Bachelor of Laws / Bachelor of Commerce from the University of Sydney.
