Dan Strack is a Winston Churchill Fellow whose international research focused on counter-threat finance best practices to disrupt transnational crime. His Fellowship examined how financial disruption strategies are integrated into frontline enforcement, with a focus on combating border exploitation and strengthening of public–private partnerships.
Dan brings over 25 years of experience in border security, with a strong background in border targeting and organised crime disruption. He holds a Financial Intelligence Specialisation from ManchesterCF/University of New Haven, and is an accredited expert with the World Customs Organization (WCO) in AML/CTF.
Within the Australian Border Force, Dan established its first dedicated trade-based money laundering (TBML) capability, co-chaired the Fintel Alliance TBML Working Group, and authored national training to enhance frontline detection of illicit financial flows. He has represented Australia in forums hosted by EGMONT Group, United Nations, INTERPOL, and the WCO, and was invited to share lessons from Australia’s public–private partnership model at a global forum hosted by FATF.
Dan also co-founded and delivered the inaugural WCO Operation Tentacle, targeting cash, gold, and gem smuggling across the Asia–Pacific, for which he received the WCO Certificate of Merit. He continues advocating for financial disruption as a frontline and strategic capability.
